Condemns the Actions of the Biden-Harris Administration and Its Pro-abortion Allies

WASHINGTON, D.C. – Two years ago, the U.S. Supreme Court handed down the Dobbs decision overturning Roe v. Wade. In the decision, the Court wrote:

The Constitution does not confer a right to abortion; Roe and Casey are overruled; and the authority to regulate abortion is returned to the people and their elected representatives.

“With Dobbs, the Court correctly decided that a right to abortion is not in the Constitution,” said Carol Tobias, president of National Right to Life. “Dobbs gives the American people, through their elected representatives, a voice in protecting the right to life.”

The legacy of the Roe v. Wade decision is the loss of nearly 65 million unborn children and the immeasurable harm it has done to women. While states work to protect unborn children, it is deeply disappointing that the Biden-Harris administration is running roughshod over the good work states are doing by promoting unlimited abortion at every turn.

President Biden supports the use of taxpayer dollars to fund abortions and has used numerous legally fraught administrative actions to push abortion into pro-life states. He has called for the elimination of the Hyde Amendment, which prevents federal funds from being used to pay for abortions in many federal programs. President Biden has pledged to sign the “Women’s Health Protection Act,” a bill that would enshrine unlimited abortion until birth in federal law and do away with virtually all existing protections for unborn children and their mothers on both the federal and state levels, including parental involvement laws.

“Two years later, instead of working to protect innocent human lives and working to create safety nets for women in need, pro-abortion groups and their sympathizers, including the Biden-Harris administration, have doubled down on promoting unlimited abortions and protecting the abortionists who do them,” continued Tobias.

Some of these actions include:

• Under President Biden, the Food and Drug Administration (FDA) suspended safeguards established for women undergoing chemical abortions, such as seeing the abortionist in person. The in-person requirement helped to prevent complications resulting from an ectopic pregnancy, which can be fatal and can only be diagnosed with an in-person evaluation. Biden’s FDA also now permits pharmacists to dispense abortion drugs, and it even allows abortion drugs to be sent by mail.
• President Biden’s Department of Veterans Affairs has begun to pay for and provide abortions for “health reasons,” defined broadly as to be for any reason. This has been statutorily prohibited since 1992. In addition, the Biden Administration’s Department of Defense is paying the travel and transportation costs for military members and dependents to travel to obtain elective abortions.
• In an effort to override protective pro-life state laws, the Biden administration issued guidance in July 2023 asserting that EMTALA requires access to unlimited abortion. The federal EMTALA law regulating emergency rooms exists to protect patients, not create a right to elective abortion. The U.S. Supreme Court is expected to release a decision in Moyle v. United States regarding the Biden administration’s attempts to twist EMTALA into an abortion mandate.
• Biden has vowed to veto legislation like the “No Taxpayer Funding for Abortion Act,” which would apply Hyde principles on a government-wide basis. 

“The Biden administration has made every effort to promote unlimited abortion,” said Tobias. “It has ignored the mother and her unborn child and vilified efforts by the pro-life movement to protect the most innocent among us.”

WASHINGTON— The four incumbent Republicans who represent Arkansas in the United States House of Representatives, Rick Crawford, French Hill, Steve Womack, and Bruce Westerman, received the endorsements of National Right to Life and its state affiliate Arkansas Right to Life for their reelection bids in 2024. Each congressman demonstrated his commitment to advancing protections for unborn babies and their mothers.

“National Right to Life is pleased to endorse Representatives Rick Crawford, French Hill, Steve Womack, and Bruce Westerman for re-election this November,” said Carol Tobias, president of National Right to Life. “We commend the Arkansas Congressional Delegation on their pro-life voting records and principled leadership on behalf of defenseless unborn babies and their mothers.”

All four representatives oppose the government’s use of tax dollars to pay for abortions. All four are co-sponsors of the No Taxpayer Funding for Abortion Act, a bill which would limit taxpayer funding for abortions on a government-wide basis with exceptions when the life of the mother is at risk or in cases of rape, incest, or medical emergency. Throughout each of their terms, they have voted to preserve pro-life appropriations riders like the Hyde Amendment, which has saved an estimated 2.5 million lives since it was first introduced in 1976.

All four representatives co-sponsored and voted for the Supporting Pregnant and Parenting Women and Families Act to ensure pregnancy help centers remain eligible for state-directed federal funds through the Temporary Assistance for Needy Families (TANF) program. They also co-sponsored and voted for the Pregnant Students’ Rights Act to strengthen existing requirements for higher education institutions to publicly disclose the rights and resources available to pregnant and parenting students.

In contrast, electing their Democratic opponents could swing majority control in the House to the Democratic Party and hand the Speaker’s gavel to pro-abortion New York Congressman Hakeem Jeffries. House Democrats maintain as a top legislative priority the passage of the so-called Women’s Health Protection Act, a sweeping bill which would enshrine unlimited abortion until birth in federal law and eliminate existing protections for unborn children and their mothers, including protections currently in place and saving lives in Arkansas.

WASHINGTON — Today, the U.S. Supreme Court released its decision in Food and Drug Administration (FDA), et al. v. the Alliance for Hippocratic Medicine (AHM) et al. regarding the Food and Drug Administration’s (FDA) decisions in 2016 and 2021 to loosen regulations of the abortion drug mifepristone and whether the challengers had standing to bring their case.

The Court unanimously ruled that the challenger in the case, the Alliance for Hippocratic Medicine, did not have standing. The Court did not rule on whether or not the FDA had acted properly in removing previous safeguards. Because the decision is based on standing, the FDA regulations on mifepristone remain. 

“Women remain unprotected from common complications with the abortion drug such as hemorrhage, infection, and failure to identify rupturing ectopic pregnancies in a timely manner,” said Carol Tobias, president of National Right to Life. “Tracking these complications became more difficult in 2016 when the FDA decided that medical personnel and facilities do not need to report complications arising from the use of the abortion pill mifepristone.” 

“It is sad that because of these FDA decisions, women will not get the information they deserve before making a permanent life or death decision,” continued Tobias. “While the abortion pill remains legal, we hope this battle to reinstate safety precautions will continue.” 

According to the Guttmacher Institute, a research arm of the abortion industry, approximately 63% of all abortions are done using chemical abortion methods like mifepristone and misoprostol.

Mifepristone is used in combination with misoprostol, a prostaglandin, to cause an abortion. Mifepristone blocks progesterone, leading to the death of the unborn baby, while the second drug, misoprostol, causes powerful, painful uterine contractions to expel the dead or dying baby.

Under the Biden Administration, the FDA weakened the Risk Evaluation and Mitigation Strategy (REMS) requirements for the drug combination to allow it to be dispensed and even mailed by pharmacies.

Pushes for Unlimited Abortion During National Women’s Health Week

WASHINGTON — On Friday, May 10, the Biden White House issued a proclamation declaring this week, May 13-May 18, National Women’s Health Week. In the proclamation, the White House pushed for making unlimited abortion available throughout the United States.

“The Biden-Harris Administration has prioritized a radical abortion agenda,” said Carol Tobias, president of National Right to Life. “Instead of working to provide real solutions for women and their preborn children, Joe Biden and Kamala Harris have engaged in fearmongering and propaganda.”   

The Biden-Harris Administration has employed a whole-of-government approach to promoting abortion, using every lever of power at its disposal to make abortions more available and more common, with no care or concern for the innocent unborn children who will die or the mothers who could be harmed.

Tobias continued, “As Joe Biden and pro-abortion Democrats bow to the demands of a multi-million-dollar-a-year abortion industry, they fail women and their unborn children.”

WASHINGTON — On Friday, the Biden White House issued a proclamation declaring this week, May 13-May 18, National Women’s Health Week.

“Ironically, Joe Biden’s push for unlimited abortion during National Women’s Health Week follows Mother’s Day when we honor moms,” said Carol Tobias, president of National Right to Life. “Tragically, every abortion takes the life of a preborn child and places a woman at risk of death or injury.” 

Hemorrhaging, uterine perforation, and incomplete abortions are abortion complications that can cause the death of a healthy young woman. In 2012, Tonya Reaves lost her life after hemorrhaging from a second-trimester abortion performed at a Planned Parenthood facility. In 2016, Cree Erwin-Sheppard died from complications following an aspiration abortion performed at a Planned Parenthood facility.

Chemical abortions using mifepristone and misoprostol have been linked to 32 deaths in the United States. The FDA itself warns that these abortion drugs have the potential to send one out of every 25 women to the emergency room. In studies from other countries that actually still track complications, unlike the FDA, the number of women who go to the emergency room after taking these drugs is estimated to be as many as one out of every 10.

“Abortion is not healthcare,” said Tobias. “Joe Biden and pro-abortion Democrats actively campaign on behalf of a multi-million-dollar-a-year abortion industry that fails women and takes the lives of their children.”

Congressman Timmons voted for the Supporting Pregnant and Parenting Women and Families Act to ensure pregnancy help centers remain eligible for state-directed federal funds through the Temporary Assistance for Needy Families (TANF) program and the Pregnant Students’ Rights Act to strengthen existing requirements for higher education institutions to publicly disclose the rights and resources available to pregnant and parenting students.

By contrast, Kathryn Harvey, the presumptive Democratic nominee, opposes even the most basic protections for unborn babies, including those who have detectable heartbeats and the capacity to feel pain. Harvey has outright called for the repeal of the commonsense protections currently in place in South Carolina. If elected to Congress, she would bring Congressional Democrats one vote closer to their goal of codifying a sweeping, nationwide policy allowing unlimited abortions for any reason until birth and using Americans’ hard-earned tax dollars to pay for it.

“As a seasoned incumbent with a proven record, Congressman William Timmons is the strongest pro-life candidate for the November general election. With pro-life Republicans currently holding the House Majority by just a handful of seats, we cannot afford to take any chances,” said Tobias. “We urge voters in South Carolina’s 4th Congressional District to re-elect William Timmons so he may continue to be a voice for unborn babies, their mothers, and families in Congress and across our nation.”

WASHINGTON — The U.S. Supreme Court today hears oral argument in Moyle v. United States (consolidated with Idaho v. United States) concerning the Biden Administration’s attempt to mandate abortion on demand throughout all fifty states in hospital emergency rooms.

The Emergency Medical Treatment and Active Labor Act (EMTALA) was enacted in 1986 and contains a duty to both a pregnant woman and her unborn child. The act never mentions abortion.

“The Biden Administration is attempting to twist the compassionate EMTALA law to push their radical agenda of unlimited abortion,” said Carol Tobias, president of National Right to Life (NRLC).

National Right to Life filed a friend of the court brief supporting Idaho’s pro-life law, Defense of Life Act.

NRLC’s brief argues that Biden’s attempt to force hospital emergency rooms to perform abortions under the Emergency Medical Treatment and Active Labor Act (EMTALA) is contrary to that federal law which was only meant to protect emergency room patients from being dumped and does not mandate that the hospital provide medical care that is contrary to state law.

“Apparently, Joe Biden and his administration have determined that emergency rooms are no longer capable of providing care for both mother and child,” said Tobias. “The Biden Administration’s solution is to turn hospital emergency rooms into abortion facilities.”

WASHINGTON — Planned Parenthood released its 2022-2023 annual report late Tuesday, and it shows that Planned Parenthood continues to perform a record number of abortions.

The service figures in this latest annual report cover October 1, 2021 to September 30, 2022. The report includes numbers for approximately three months following the June 2022 U.S. Supreme Court decision in Dobbs v. Women’s Health Services that overturned Roe v. Wade. 

For the year the annual report covers, Planned Parenthood performed 392,715 abortions, or about 4 in 10 abortions, and abortions outnumbered prenatal care 62 to 1.

“Planned Parenthood has gone beyond the pale in its hardline promotion of abortion for any reason and at any time,” said Carol Tobias, president of National Right to Life. “The abortion giant’s primary mission to destroy unborn children cannot be clearer.” 

Tobias continued, “Planned Parenthood has continued its aggressive abortion advocacy, and is uncompromising in its promotion of unlimited abortion. The nation’s largest abortion provider continues to perform abortions at an unprecedented rate.”

Planned Parenthood took in a record $2.054 billion in revenue making the abortion giant one of the nation’s most profitable “non-profits.”

Planned Parenthood boosted its abortion numbers by facilitating “transportation and travel support, financial assistance, and referrals.”

Of the over $2 billion in revenue, $699.3 million (34%) of Planned Parenthood’s revenue came from taxpayers in the form of “Government Health Services Reimbursements & Grants.”

“Planned Parenthood’s latest annual report shows that the abortion industry giant puts abortion above all other pregnancy-related services,” said Randall K. Most of Planned Parenthood’s expenses went toward “medical services,” which came in at $1.144 billion. It is impossible to estimate how much of these expenses were for performing abortions because Planned Parenthood does not make these numbers public and the prices for abortions vary regionally at Planned Parenthood affiliates. In addition, the cost of different abortion procedures varies based on how old the unborn baby is at the time of the abortion, making even general calculations impossible.

Planned Parenthood’s annual report also shows that prenatal services and adoption referrals, already rare at Planned Parenthood, were the lowest numbers in over a decade.

• Just 6,316 women received prenatal care at Planned Parenthood clinics.
• Just 1,721 women were referred for adoptions.

WASHINGTON — Vice President Kamala Harris is visiting Arizona today to showcase the Biden-Harris Administration’s radical support of unlimited abortion.

“Kamala Harris has become the abortion czar of the Biden Administration,” said Carol Tobias, president of the National Right to Life Committee.

“Instead of joining with the pro-life movement to build programs and safety nets to help promote real solutions for women and their preborn children, Joe Biden and Kamala Harris have engaged in fearmongering and propaganda,” Tobias continued. 

 Vice President Harris last month ignobly made history by becoming the first sitting vice president or president to visit an unlicensed abortion facility.

The Biden-Harris Administration has prioritized a radical abortion agenda: unlimited abortions for any reason, even as a method of family planning and even late in pregnancy—right up until birth—and using tax dollars to pay for it.

The administration has employed a whole-of-government approach to promoting abortion, using every lever of power at its disposal to make abortions more available and more common, with no thought of the innocent unborn children who will die or the mothers who could be harmed.

“This administration has done more to bring harm to mothers and their unborn babies through abortion than any other administration,” said Tobias.

WASHINGTON, D.C.— Today, President Donald Trump stated his campaign position on the abortion issue for his administration post-Dobbs.

“National Right to Life praises President Trump for his work in ensuring that the wrongly decided Roe v. Wade was abandoned to the garbage heap of history,” said Carol Tobias, president of National Right to Life. “In his first term, President Trump demonstrated extraordinary leadership and delivered historic results on behalf of vulnerable unborn children and their mothers.”

Tobias continued, “Thanks to President Trump, the American people and their elected representatives on the state and federal levels now have greater authority to determine abortion policy and pass meaningful protections for unborn children and their mothers. Efforts on the federal level include undoing pro-abortion policies enacted by Joe Biden based on a wish list of the abortion industry.”

Throughout his time in office, President Trump championed policies designed to safeguard the lives of both unborn children and their mothers from unlimited abortions.

●   Along with a consistent majority of Americans, President Trump opposes using tax dollars to pay for abortions. In 2017, Trump issued a statement of support for the No Taxpayer Funding for Abortion Act, a bill that would bar taxpayer funding for abortions on a government-wide basis with exceptions for when the life of the mother is at risk or in cases of rape, incest, or medical emergency.

●     As one of his first actions as president in 2017, President Trump reinstated the Mexico City Policy to halt the flow of American tax dollars to organizations that perform or promote abortions overseas. He later expanded this policy as the “Protecting Life in Global Health Assistance Policy” to prevent foreign aid from being used to fund the global abortion industry.

●     President Trump supports the Born-Alive Abortion Survivors Protection Act, which would ensure that an infant born alive during an abortion attempt is afforded the same degree of medical care as any other infant born at the same gestational age.

●    President Trump opposes the so-called Women’s Health Protection Act, also referred to as the “Abortion Without Limits Until Birth Act,” an extreme bill pushed by Democrats that would enshrine unlimited abortion in federal law and policies and tear down virtually all protections for unborn children and their mothers on the state level including laws requiring parental involvement before an abortion is performed on a minor.

In contrast, President Joe Biden and Vice President Kamala Harris have been almost laser-focused on promoting the administration’s support of the abortion industry and the killing of vulnerable preborn babies. Vice President Harris made the unprecedented move of visiting an unlicensed abortion facility.

In a second term, Biden and Harris have made it no secret that they plan to institute a radical, nationwide policy that will allow unlimited abortions for any reason until birth and that they want to use taxpayer dollars to fund abortions.

“We look forward to defeating the pro-abortion Biden-Harris ticket and working with President Trump to build an America that truly respects life at every stage,” said Tobias.
